About Mr. Pierre Carabott
Academic Profile
Born on the 8th April 1972, received his secondary education at St. Aloysius College (1982-1988). Pierre proceeded with his tertiary studies specialising in Business Management and Economics and graduated from the University of Malta in 1995. In 1998 he subscribed to the Maastricht School of Management (Netherlands) to pursue a post graduate Masters Degree specialising in Strategic Management. He obtained a Masters in Business Administration in 2000.
Work Profile
In 1995 he took up the role of finance manager with Fairs and Exhibitions Ltd, Malta's leading organiser of fairs and exhibitions locally including the International Fair of Malta. In this role he was instrumental in re-organising the operations of the company, introducing a new financial platform. During this period the company expanded its business significantly, with revenues increasing by 60% on a 5 year period. In 2001 he took over the post of marketing manager within the same company. During these years the company continued to increase its operations, organising more then 25 events annually.
In July 2003 Mr. Carabott joined Minister Austin Gatt's team within the Ministry of Investment, Industry and information technology. He was assigned to manage local Utilities, Enemalta Corporation and Water Services Corporation and the Malta National Laboratory serving as a liaison between the Minister and the respective Boards of Directors also spearheading a number of strategic initiatives.
During the first legislature, he was involved in several restructuring initiatives across both Corporations. Amongst these was the restructuring of utility tariffs in 2005 with the introduction of a surcharge to cushion the high increases in the international oil markets, and the implementation of an equal billing system with the same bills , the privatisation process of Enemalta Gas Division (privatisation concluded in 2008), the roll out of a nation-wide campaign aimed at combating electricity theft in 2006, the privatisation process of Enemalta Petroleum Division (still underway), manpower restructuring initiatives, and significant involvement in the Integrated Utilities Business Systems project involving both Corporations from tender preparation up till contract signing and subsequently project implementation which has commenced at the beginning of this year.
In 2008 he was again heavily involved in the implementation of the new electricity tariff structure drawn up to substitute the surcharge system following the continued increase in oil prices experienced during that same year.
In January 2009, he was appointed Chairman of a newly set up company, Automated Revenue Management Services Ltd. a joint venture set up between Enemalta Corporation and Water Services Corporation with the remit of implementing the IUBS project in coordination with IBM and its partners and subsequently take over responsibility the full cash to meter functions of both utilities together with the setting up of an integrated call centre.
