About Mr. Dr. Vasile Baltac

Dr. Vasile Baltac is President of Council of European Professionalism Informatics Societies (CEPIS), Vice Chair of the World Information Technology and Services Alliance (WITSA), President ATIC - the national ICT Association of Romania and is also a university professor of information systems. He is CEO of the SoftNet Group, and a board member of the ECDL Foundation, the global certifying authority of the leading international computer skills certification programme - ECDL / ICDL.

Dr. Baltac started his long career in information technology as a computer pioneer and continued his studies in the '60s at Cambridge, England with Sir M. V. Wilkes, FRS, the father of microprogramming. In Romania he has made significant contributions to the development of the computer industry through coordinating national projects leading to the creation of mainframes, minicomputers, and software engineering. Dr. Baltac went on to become a high-level director of nationwide IT related research and manufacturing organisation.

Dr. Baltac has published numerous books and papers on computers, information technology and society, the history of computers, and e-commerce amongst others. He has presented on issues relating to the digital divide, social issues of IT, e-Readiness, and technology foresight throughout Europe and internationally. He is well-known ICT figure throughout Eastern Europe.
